ICYMI Californians Together recently published a new report, The State of English Learners in California Public Schools! This report is the first of its kind in the field of education policy and takes a deep dive into a variety of data sources to answer questions about who our state’s 1.1 million English learners are, how they are being served in the education system, and what state and local leaders can do to better serve their needs. It highlights the significant work ahead of educators, advocates, and policy makers to ensure that California’s education system provides access for all current and former English learners and sets a vision for the outcomes that our system should produce by the end of this decade. 50 yrs ago the US Supreme Court required in the 1974 case Lau v. Nichols, the court decided that students learning English had a right to fully understand what was being taught in their classrooms, and that schools must take steps to make sure that they could, whether through additional instruction in English as a Second language or bilingual education.—- ( read on below) Aotearoa NZ doesn’t even have any core requirements for educators or school to provide TESOL prog nor Bilingual Ed for our English as a second language learners learners Nor does any Pacific Nation except Tonga which teaches yr1-3 literacy all in Tongan and yrs 4-8 through both Tongan and English as biliteracy.The failure of students in nearly all other Pacific nations to understand and contribute in literacy in a language they understand and can speak is why academic achievements can be so low in the Pacific and in NZ at times which almost universally have opted for defacto English only schooling. Of course since 1901/5 NZ, Aus and UK teachers beat Pacific students in the Island homelands for speaking their own language in school ;as did Tonga until very recently.This has seen Niue & Cook Is facing total language loss among all tamariki in NZ and in the Is now ; with Tokelau well on the way also now in Aotearoa NZ. TESOL prog have been collapsing in NZ and are being replaced with PLD only on Structured Phonics Literacy in spite of NZ Teachers Council requiring all Teachers to be signed off competent in tchg ESOL learners to hold a teachers Certificate.. In the great news since 2021 NZ has an official national policy supporting and funding but not requiring, Bilingual Ed for Pasifika students so students arriving from the Pacific can access curriculum knowledge and achieve through their PAC language and literacy first then English asap afterwards.Malo Min Aupito William Sio,MPP Pasifika communities and Orgs with Ulimasao.org been there over the 40 yr struggle here.
