#REAIM Summit Panel on Developing and Adopting #DefenseAI Solutions
It was a great pleasure moderating a lively discussion with Andreas Graae, Youngwook Park, Shimona Mohan, Tomas Jermalavičius, and Michael Raska on three broad topcis:
First, Vitaliy Goncharuk provided a recorded message focusing on current and future priorities for defense AI and defense ecosystem development in #Ukraine. Given the current situation on the battlefield, he emphasized the need for more autonomy in UxS to respond to adversarial moves. Vitalii also illustrated how war changes normative preferences regarding using AI and other technologies to save lives. Reflecting upon his insights we discussed different drivers for national defense AI adoption such as imminent threats, the fear of falling behind, and domestic security concerns.
#Ecosystem management constituted a second important topic, which grows in relevance the more countries strive to establish and grow indigenous defense AI players. Among other things we explored how nations navigate between different options such as importing defense AI solutions from strategic partners, co-developing defense AI with them, and establishing national actors. We touched upon the tensions that exist between multinational mechanisms to develop defense AI and the realities of national defense and dual use export regulation (and restrictions).
Finally, we also discussed the interplay between defense industrial ambitions and regulatory preferences. The debate made clear that defense #export ambitions do influence a country's regulatory pathways but it remains to be seen if, when, and with whom nations will be ready to share defense AI solutions. In this regard, embedded defense AI – that is, for example, part of air defense solutions, missiles, radars or platforms – is very likely to create future (policy and regulatory) challenges.
And with Roy Lindelauf, Lauren Kahn, and Kenneth Payne also attending the REAIMSummit around a third of the co-authors contributing to "The Very Long Game" was present in Seoul - a true "joint force" in action. Thank you!
