Good to see the disproportionate power of the "shadow public service" of consulting firms being recognised in the Australian senate this week, and a recommendation that when contracting to government they should be required to act in the public interest. This should be a bottom line here too. The report says "Increased use of consultants has limited the capability growth of the APS, given rise to occasions of serious conflict of interest, and been accompanied by questions about transparency...."It has also resulted in enormous costs to the APS for work that is often opaque and, in some instances, raised genuine questions regarding value for money." What can we do? I really like this innovative and practical move from the Australian Public Service, which has been willing to reach across agencies to set up an inhouse consultancy so that agencies that have specialist skills and experience can share that on a consultancy basis with agencies that need it. We like to think of ourselves as innovative and nimble here in NZ - we can do this too! The Parliamentary Counsel Office (New Zealand) just published our Annual Report, which covers 1 July 2023 to 30 June 2024. In the 2023/24 year we: ★ used our leadership role to increase quality and access to secondary legislation not drafted and published by the PCO, by: ✰ publishing the Secondary Legislation Access Standards to establish best practice and minimum standards for access to secondary legislation ✰ releasing the Secondary Legislation Drafting Toolkit to improve the quality of legislation drafted by agencies ✰ establishing a community of practice and performance reporting for secondary legislation publishing agencies. ★ delivered our new Strategic Intentions for the 2023-2027 period. Under these, the PCO has set three strategic priorities and one organisational priority: ✰ Strategic Priority One: Enhance our ability to sustainably deliver better-designed legislation. ✰ Strategic Priority Two: Strengthen our system leadership and influence. ✰ Strategic Priority Three: Reimagine the access and use of legislation. ✰ Organisational Priority: Supporting our future. ★ successfully completed the delivery of our multi-year technology Business Transformation Programme (BTP). ★ continued to provide drafting support to the Pacific: the PCO’s Pacific Desk drafted, or contributed to the drafting of, several significant pieces of legislation for the Cook Islands and Niue. ★ established the Extended Access Project to reimagine the New Zealand Legislation website as a single point of access for all New Zealand legislation – including all Primary, secondary, and historical legislation. We propose to examine: ▪️ Do National Indigenous Australians Agency (NIAA) and Indigenous Business Australia (IBA) have fit-for-purpose arrangements to respond to, monitor and implement agreed recommendations? ▪️ Did NIAA and IBA respond to and implement agreed recommendations effectively? ▪️ Did entities implement agreed recommendations relating to Aboriginal and Torres Strait Islander participation targets in major procurements effectively? We value external input when compiling our reports.
