English language cannot define the knowledge and skills for person.
Maybe would be true, but in spite of that if a company demand a candidate who should be know fluent English this killer question get out he/she to this job…it’s a petty but it’s reality

1yIn my experience, no one in HR has good English, so most people for them have a "good English", that's the main issue, they are not able to distinguish who is good or bad.
