₹ 860.35 Cr approved under SBM-U 2.0 to boost urban swachhata infrastructure in West Bengal MoHUA has approved proposals worth ₹ 860.35 Cr for West Bengal under SBM-U 2.0. During the first phase of SBM-U (2014-19) a total fund of ₹ 911.34 Cr was allocated to West Bengal which has been increased by 1.5 times to ₹ 1449.30 Cr in SBM-U 2.0 (2021-26). The Ministry has been working closely with the State of West Bengal to achieve significant advancements in waste management and sanitation. There are 118 legacy waste dumpsites in West Bengal of which only 5% waste has been remediated. The Dhapa landfill, Kolkata’s main municipal dumping ground since 1987, has been undergoing bio-mining and bioremediation, the methods chosen by the National Green Tribunal (NGT) for clearing legacy waste, which allows extraction of usable materials from the waste. Cities in West Bengal generate around 4,046 tons of municipal solid waste per day. Under SBM-U 2.0, the State has proposed projects to manage this huge quantity of waste that includes over 4800 composting plants and 4500 Material Recovery Facilities (MRFs). To facilitate disposal of solid waste in an environmentally safe manner, 2216 Secured Landfill Facilities (SLFs) have been proposed by the State. The State has received a major push for Waste to Energy with Ministry’s approval for 460 Compressed Bio-Gas (CBG) plants. Proposals worth ₹ 217 Cr have been approved under SBM-U 2.0 for the remediation of legacy waste dumpsites in over 100 ULBs. To maintain a seamless flow of funds for managing sanitation and waste management, the GoI released an additional tranche of ₹ 209 Cr to fast-track the proposed projects by the State. The target is to have waste processing plants in all cities of the State by 2026 under Swachh Bharat Mission-Urban. #TQCrew recently conducted a site visit to the Varanasi Harit Koyla Pariyojna project situated in Varanasi, India. This project, spearheaded by NTPC Vidyut Vyapar Nigam Ltd (NVVN), entails the establishment and operation of a new Municipal Solid Waste (MSW) to Refuse-Derived Fuel (RDF) Pellets manufacturing facility in Ramana Village, Varanasi district, Uttar Pradesh, India. With a capacity to process 600 Tons Per Day (TPD) of fresh waste through mechanical treatment, the plant efficiently produces RDF pellets for further utilization. Through a meticulous process, the plant transforms MSW collected from the local Varanasi Municipal Corporation into 250TPD of RDF Pellets. These pellets serve as a sustainable alternative to fossil fuels, particularly coal, and are supplied to nearby coal-fired power plants as part of an onward sale agreement. This innovative approach not only addresses waste management concerns but also contributes significantly to environmental sustainability, with an anticipated reduction of 1,003,270 tCO2e over the initial 7-year crediting period, and an average annual emission reduction of 143,324 tCO2e. The mainstream media is mostly filled with negative news about the state, contributing mainly to the negative narrative about the state. >>I read in today's 'Desabhimani' the news that the Clean Kerala Company, that works under the LSGD of the GOK had made a profit of ₹ 8.27 cr for the financial year 2023-24. The company has shown steady growth in the 5 years it has been functioning, and collects, sorts, processes, and sells waste of all kinds from the LSGIs in the state. Currently, the company has activities in 720 LSGIs. The company purchases the inorganic waste collected by the Harita Karma Sena from 720 LSGIs, and has so far transferred ₹ 20.14 cr to the HKS on this account. The waste that cannot be reprocessed is sold to cement companies, as well as used in road construction. >>I was interested to read that the company has so far collected 2.334 MT of #e-waste from the LSGIs and PSUs in the state. That portion (169 MT) that could not be reprocessed was treated to render it harmless using known methods. 3360 MT of plastic waste was processed and shredded and used for surfacing 5926 km of roads! >>The piles of garbage seen on roadsides in Kochi and other cities must be happening due to the inefficiency of the #municipal corporation machinery. If the #CleanKeralaCompany can handle that work too, I am sure matters will improve.
