🚨 Research note of the WEEK! 🚨 Cross-Border Tax and Philanthropy: Avoiding the Icebergs in the Sea of Generosity 📄 Over the past 20 years, the role and value of civil society has been increasingly recognized by the European institutions. Yet, obstacles continue to hamper the free movement of philanthropic capital across the European Union. Analysing the EU regulatory space, this paper examines what structural, policy and fiscal barriers affect cross-border tax-effective generosity, offering a ‘navigational map’ to overcome them. Conflicting stances among Member States, a lack of clear procedures and a prevailing concern about tax evasion are behind the EU and Member States’ reluctance to open the doors for cross-border generosity. In this exploratory study, we consider the alignment of rhetorical commitments to diversity or downward accountability with board member characteristics across 25 major U.S. based charitable groups. A majority cluster of boards (80%) is characterized by lower levels of gender and racial diversity as well as subject matter competencies, and a higher level of financial competencies and membership of retirement age. As long as it's Tuesday and we're talking tax, I'll throw this in. A study that helps demonstrate that tax policy and compliance is not gender-neutral. Women business owners (self-employed) report lower income, but end up paying equivalent tax compared to men.
