🤯 Mind blown (not in a good way) The claim Amba Kak makes is that the decision on whether to "USE AI IN A PARTICULAR CONTEXT" are not being decided in the interest of the public. This dismissive claim insults the public administrations (and thousands of small businesses and startups) implementing AI use cases across the world. I can speak with total confidence for the Estonian government that these decisions have been made in the public interest. 140+ use cases (mostly pre-Gen-AI, but also some GenAI apps in the works right now). Many with very real improvements in public policy outcomes. ... It should be obvious from anyone following the news that the Ukrainian government is using AI in the very existential interest of the Ukrainian people ... The same is true in many other countries. OF COURSE there are failures, wasted efforts (we are experimenting after all) and even cases of ethical concern. And OF COURSE the Microsoft, OpenAI, Google et al are actively marketing their tools (also to governments) and contribute to pilots. But on what evidence do you claim that governments (or the public interest writ large) has been disempowered and lost agency? (None at least is given in this discussion) There seems to be a category error at play, conflating the dominance of a few players in developing foundational models with the ethical and governance questions of specific AI use cases. Both are tricky questions, but they are very distinct. Finally, a constructive thought: government is not merely a regulator and passive observer of GenAI use cases. It is also a market participant (as customer, operator, developer). It can also use that power to shape the facts on the ground.
