𝐖𝐀 𝐒𝐄𝐑𝐒 𝐑𝐞𝐯𝐢𝐞𝐰 - 𝐏𝐚𝐫𝐭 𝟏 As many of you are aware, the WA Sectoral Emissions Strategy (“SERS”) was released with little fanfare in mid-December. I took the opportunity whilst on my Christmas break to have a look at the document and have prepared a series of posts to discuss the findings. My review assesses the relevant chapters of the document in order, and this post covers the general parts of the SERS. It has not got an actual number attached to it, so we don’t know what the reductions are in tonnes of CO2-e. There are no reduction targets by sector. I think we can infer that this government will not be legislating ANY meaningful reductions in emissions for the state on an interim basis (despite the legislation). WA’s big-ticket items for emissions are in the following sectors: Stationary Energy aka gas extraction & mining (approx. 35mtpa), electricity production (25mtpa), transport (14mtpa) and agriculture (10mtpa). The stationary energy sector IS NOT COVERED IN THIS DOCUMENT. It appears that the State Government is abdicating all its responsibilities for these emissions to the Feds under the Safeguard Mechanism. This is further reinforced by the section in the paper about sectoral emissions and the safeguard mechanism, where the paper stresses that 51.7% of WA emissions come from safeguard mechanism-liable entities. The section of the paper about "Industry" only covers electricity decarbonisation initiatives for grid-connected sites ie the Pilbara common-use infrastructure. The modelling is not very forthcoming on the number of offsets being used to 2050 vs the actual reductions, nor is it clear what the price (or available volume) of those offsets was assumed to be.
