The impacts of Hurricane Helene in western North Carolina and surrounding regions are devastating. We are heartbroken for these communities. We are relieved and grateful that all C3HE team members located in western North Carolina and upstate South Carolina are safe. Our team at the State Climate Office of North Carolina has been working diligently this week to compile and share information on the storm. Fuel for thought: a shared accuweather story reports that the current California flooding and land slides could equal 11 billion dollars in loss, which you could assume may meet level of federal disaster relief assistance (Ferrel, 2024). Per the Congressional Budget Office (2022) most of FEMA’s DRF spending is through supplemental appropriations, aka it’s hard to predict the total costs of disasters year in and year out and you supplement as they arise. With a national debt of 34 trillion, and an annual overspending of 1 trillion since 2001 (Council on Foreign Relations, 2023), at what point will the federal government’s ability to support disaster relief financially wean? It’s February and it’s potentially at 11 billion dollars and here comes tornado, wildfire, and hurricane season right around the corner. Just doesn’t seem sustainable from the layman’s perspective, or a drastic shift back to local and state funding solely or with larger cost matches like 50/50 instead of 75/25.
