Let’s face it: education doesn’t stop once a student or library patron leaves campus. The FCC’s proposal enables schools and libraries to secure E-Rate funding for Wi-Fi hotspots and wireless internet access, ensuring continuity in addressing the #HomeworkGap as the ECF concludes. However, the Heritage Foundation has made broad arguments opposing the Federal Communications Commission proposal. In response, SHLB partnered with the American Library Association and Consortium for School Networking (CoSN) to refute these claims. We are thrilled to support the Federal Communications Commission's initiative to expand the E-Rate program to provide Wi-Fi hotspots and wireless internet access services for students and library patrons in need. This will help close the Homework Gap and ensure everyone has equal access to education and information. The E-Rate program has been a lifeline for many community anchor institutions (CAIs), including schools and libraries, for over two decades. But until now, it only covered on-campus internet access. SHLB joined forces with the OPIT - Open Institute of Technology at New America and other advocates to file a petition for rulemaking in 2021, asking the FCC to allow E-Rate funding to be used for off-campus internet access as well. The FCC listened and issued a notice of proposed rulemaking (NPRM) to make this happen. The FCC's proposal to provide E-Rate support for off-premises use of wireless services for educational purposes will allow many students to continue learning at home. However, SHLB and OTI believe that the Commission’s proposal to limit E-Rate support to Wi-Fi hotspots will leave many students behind and cost the E-Rate program more over the long term.
