(Think EVs using highway but not paying fuel taxes.) This incorporates the core Intermodal challenge. Whether freight or intermodal, the tradeoff is between a single vehicle movement versus using multiple modes. People living more than a mile from the subway do not believe that there is seamless connectivity between bus and subway.
