This piece should remind us of the hidden strength of inertia and the unwillingness to change the status quo. It is also a clear illustration of the difficulties of matching costs and benefits. (Think EVs using highway but not paying fuel taxes.) This incorporates the core Intermodal challenge. Whether freight or intermodal, the tradeoff is between a single vehicle movement versus using multiple modes. People living more than a mile from the subway do not believe that there is seamless connectivity between bus and subway.

These regulations, set to take effect in 2025 and 2026, mandate increasing sales of zero-emission vehicles (ZEVs) for medium- and heavy-duty trucks in New York.
