Looks like my suggestion that Chemainus Village Core area should be 30km/hr is getting some attention in the newpaper/social media. "There's a trend towards lower speed limits in cities all over the world, but why is this happening? What is the research behind it? And what is the "correct" speed limit for cities, anyway?" Videos like this are what form the basis of my opinion and thoughts...safety for people who aren't in a car. Here’s a hypothesis: L = CO/(CA x CU) The amount of Litter is a function of COnsumption, CApacity and CUlture. The more we “consume” the more litter. The more waste management capacity (technology, services etc) the less litter. And the better the culture (behaviour, awareness, consideration, thoughtfulness, care, respect, patience etc) the less litter. What’s potentially interesting about this is that it allows you to quantify culture, since the other three are quantifiable - kg of litter per m2; m3 of bin capacity, collections per week; spend per head on litter-rich products. And if you can quantify it you can do cost-benefit analysis of cultural interventions. Not sure this stacks up?
