The recent replacement of the Indian Penal Code (IPC) with The Bharatiya Nyay Sanhita (BNS) has introduced changes to laws regarding animal welfare. Notably, Sections 428 and 429 of the IPC, which addressed the killing or maiming of animals, have been combined into Section 325 of the BNS. This new section punishes anyone who harms animals with imprisonment for up to five years, a fine, or both. Additionally, Section 2(2) of the BNS defines "animal" as any living creature other than a human being. Formerly, IPC Section 428 addressed harming animals worth ten rupees, and Section 429 covered more valuable animals and cattle. This aims to ensure uniform justice for all animals, eliminating previous distinctions based on their value. However, this change is a double-edged sword. While the uniform punishment is a positive step, the decriminalization of sexual abuse against animals, which was covered under Section 377 IPC, is a significant setback. As cases of such abuse rise, it's crucial for us to stay vigilant and continue advocating for comprehensive animal protection laws. So grateful to see this being brought up. Whilst I do see the need to perhaps up the penalty, what about the preventive steps we could take as well, using the community as leverage? 1. Animal abusers need our help as well - does an offender gets the necessary psychological and emotional help he/she needs on top of a sentence. 2. Our community cat feeders are amazing and getting them involved sort of a 'neighbourhood watch' to lookout not just for cats but all animals. 3. Setting up more stringent criteria for adoption/purchase of animals. 4. Frequent check-ins on first-time pet owners. 5. Mandatory training for pet owners to help them understand how to properly care for & live with animals (abuses may happen because of misunderstanding of animal behaviour). 6. Crackdown on black market pet trade. 7. More workshops and educational campaigns targeting the public but particularly our young, on how to respect the lives of other species. 8. Building more protective spaces for wild animals (& strays). 9. More funding and support for do-gooders whom are trying to re-home abandoned animals & support pet owners, many of whom need support themselves (Like Hope Dogs Rescue).

[ Protect animals as strongly as we protect our property 🙏🏻 ] In 2023, Singapore witnessed a staggering 79% surge in cases of animal abuse under investigation, the highest number in 11 years. This is not merely a statistic, it's a distressing reality that speaks volumes about our society’s graciousness and regard for life. This is a call to review our animal welfare and protection laws. We need to address the inadequacy of penalties for acts of animal abuse. The current punishment for animal abuse is a maximum fine of $15,000 and/or an 18 months jail term for first-time offenders. In comparison, vandalism carries a penalty of $2,000 fine, imprisonment of up to 3 years and caning of between 3 to 8 strokes for certain first-time offenders. l asked the government to consider increasing the jail term for animal abuse so that we protect our animals as strongly as we protect our property. The Bali provincial government has enacted new regulations to prohibit the sale and purchase of dog meat across the region. This prohibition is formalized in the Bali Provincial Regulation Number 5 of 2023, focusing on maintaining public order, community harmony, and animal welfare. According to Article 28 (1) A of the regulation, engaging in the distribution, sale, or purchase of dog meats is classified as a criminal offence, punishable by a maximum imprisonment of three months and a minimum fine of 50 million. To enforce this regulation, municipal police units have been deployed to monitor and apprehend individuals involved in the illegal trade of dog meat. Crustacean Compassion has written to the CEOs of the supermarkets who haven’t committed to a policy to NOT sell live decapods to the public. Only M&S, Waitrose, Morrisons and the Co-op has made that commitment in their welfare policy. Decapods such as lobsters and crabs are recognised in law as sentient, and they should be protected in the same way. We don’t expect to buy live chickens or lambs or any other living animal to kill at home, as we know we don’t have the skill or proper equipment to do this humanely. A recent poll we conducted showed that 87% agree with the following statement. "I should be able to trust supermarkets to ensure the highest animal welfare standards for all sentient animals." It's been a year since Crustacean Compassion’s joint workshop with the LSE on regulating decapods in scientific research. With researchers, regulators, and other campaigners we discussed the challenges of including decapods in the Animals (Scientific Procedures) Act 1986, known as ASPA. A year later and the Home Office has asked the Animals in Science Committee to look at options. Not what we hoped for but some progress in the right direction. The proposed amendment increases this fine to ₹1,000-₹2,500, whereas for a second offence, it is ₹2,500-₹5,000 or an imprisonment term of 6 months to 1 year, or both. Moreover, the amendment proposes the insertion of a new Section 11(4), directing the maintenance of a record of all cases registered under this Act at the district headquarters. With an overwhelming amount of research establishing the link between animal cruelty and human violence, it is crucial to include cases of animal cruelty in the crime statistics database. https://lnkd.in/gn4_KYqd
