The Centers for Medicare & Medicaid Services (CMS) recently announced the Innovation in Behavioral Health (IBH) Model, a state-based program aimed at improving access and delivery of quality mental health services for Medicaid and Medicare populations with moderate to severe #mentalhealth conditions and substance use disorders (SUD). With disproportionately high rates of mental health conditions and/or SUD, this population is more likely to experience poor health outcomes and experiences. The IBH Model seeks to bridge the gap between behavioral and physical health, and will screen and assess patients for select health conditions, as well as mental health conditions and/or SUD, in community-based behavioral health practices. Individuals who are dually eligible for both #Medicare and #Medicaid (#dualeligible) experience a unique range of complex care needs that can impact their health and quality of life. With multiple service delivery systems to navigate and co-occurring conditions to manage, dual eligible individuals with behavioral health (BH) needs experience an additional layer of complexity in accessing their care and can benefit from additional supports to navigate the web of services required to improve their health experiences and outcomes.   ATI, supported by Arnold Ventures, examined the characteristics of dual eligible individuals with BH needs using the national Medicare Current Beneficiary Survey. We found that dual eligible individuals with BH needs report experiencing higher rates of unmet social needs, barriers to accessing appropriate care, and adverse health outcomes when compared to dual eligible individuals without BH needs.   This is the first component of our broader effort to highlight the role integrated Medicare-Medicaid models can play in improving the experience of dual eligible individuals with BH needs. https://lnkd.in/eiz7gXac

As part of the Centers for Medicare and Medicaid Services’ annual Medicare OPPS and ASC Final Rule, it finalized new Medicare coverage of intensive outpatient program services performed in hospital outpatient departments, community mental health centers, federally qualified health centers, and rural health clinics. Coverage began January 1, 2024. This new coverage is intended to address the gap between the previously covered inpatient and partial hospitalization program coverage and outpatient therapy coverage for behavioral health conditions and substance use disorders. This is helpful, however a 90837 is by definition 53+ minutes. The difference between 53 and 60 is not insignificant when you attempt to schedule your days appointments along with charting, etc. I personally believe the evolution in believing a 90837 is 60 minutes originated from insurance companies as it pushes more utilization of 90834’s which decreases insurance carrier costs (and subsequently less income for clinicians).

ICYMI: Yesterday, Centers for Medicare & Medicaid Services announced a new model—the Innovation in Behavioral Health (IBH) —to test approaches to improve the quality of care and health outcomes for people with moderate-to-severe mental health conditions and/or substance use disorders (SUD), by connecting them with the physical, behavioral, and social supports needed to manage their care. The intended outcomes are:  1. Enhanced quality and delivery of whole-person care 2. Increased access to BH, PH, and HRSN services 3. Improved health and equity outcomes 4. Fewer avoidable emergency department and inpatient visits 5. Strengthened health IT systems and capacity Read more about the new model at the link below.

Great to see this innovation in #behavioralhealth from Centers for Medicare & Medicaid Services ! Better integrating and coordinating care across mental, behavioral and physical health is essential for better outcomes and a more sustainable healthcare system. It’s also a great opportunity for #digitaltherapeutics to augment the care being delivered and managed.
