The National Planning Policy Framework (NPPF) will be at the core of Labour's plan to construct 1.5 million new homes. The NPPF is currently open for an eight-week consultation on proposals that include reintroducing housing targets for councils, establishing rules for releasing green belt land as 'grey belt', and removing all references to beauty. To achieve this building target, a screening tool will be needed to assist developers, landowners, and local authorities in evaluating newly accessible land in terms of Biodiversity Net Gain (BNG) requirements. Biodiversity Net Gain: A New Requirement for Developments in England to Positively Impact the Environment Main points 💡 • From February 12, 2024, most grants of planning permission in England will be subject to a condition to secure a BNG of 10%. • Before development can commence, developers will be required to obtain the LPA's approval of a biodiversity gain plan demonstrating how the development will deliver a BNG of 10% and ensure this is maintained for a minimum of 30 years. • Although some may view this as a further hurdle to development, this as an opportunity to make a positive impact on the natural environment. Biodiversity net gain is an approach to development and land management, that aims to leave the natural environment in a measurably better state than it was beforehand. Earlier this month it became mandatory that all new planning permissions submitted in England under the Town and Country Planning Act 1990 deliver a biodiversity net gain of 10% for at least 30 years. Developments of smaller sites have a little longer before this applies.
