Keeping nodes running "for failover and load SLA reasons" feels bad😢 We wouldn't keep the light on in another room just in case we will go there later. (because turning on the light is almost instant) So when I would hear this requirement my immediate questions would be: How fast do you need to scale up? How fast do you need to failover? How many seconds does it take for a service to get ready? To build the most energy efficient systems we need question the strictness of requirements and have sustainability in mind already at the design phase.
