‘By the ordinary practice of seafarers(sic) and the special circumstances of the case…’ It is good to see the slow overhaul of older guidance notes addressing modern technology and innovation encountered at sea. In yesterday’s release of MGN 369 Amendment 1, of note to all seafarers and particularly operators of Remotely Operated Unmanned Vessels is the concept that a manned vessel in clear visibility could encounter a #ROUV sounding fog signals and behaving in accordance with Rule 19, because of a loss of camera feed but not any other sensor or steering system: “This means the vessel can still manoeuvre in accordance with the rules and is not, by the definition stipulated within Rule 3 (f) a vessel ‘Not under Command’. This failure mode could result in a remote operator being unable to use sight as required by Section II of the COLREGs and therefore using Rule 19 when applying avoiding action in close-quarters or risk of collision situation.” (Section 11 - Special Considerations) As the number of ROUVs and other #MASS increase on the waters, it’s vital that remote operators and all conventional seafarers have this sort of underpinning understanding of the COLREGS; how the other vessel might act, and #training on these sorts of failures. https://lnkd.in/eCRyDZgB #mgn #navigation #USV

Did the Houthis get lucky? Or, are they employing increasingly more accurate and sophisticated weaponry to carry out their strikes? Vanguard is aware of reports of the Houthis using unmanned underwater vessels (UUVs). Although specific details surrounding this new alleged tech are not confirmed, the supposed UUVs in question appear to be similar to a torpedo, or a one-way attack underwater drone (OWA-AUVs). Underwater weapons are inherently harder to detect and counter than surface vessels. They are also more likely to surprise the target and inflict more serious damage below the waterline. If the Houthis start deploying UUVs with frequency, it will certainly further elevate the already 𝐄𝐗𝐓𝐑𝐄𝐌𝐄 risk in the Southern Red Sea and Gulf of Aden.
