This guide is a resource for those involved in disaster planning, preparedness, response, and recovery efforts. It emphasizes the importance of considering underserved and vulnerable populations to ensure that no community members are left behind during emergencies. A Practical Resource for All Stages of Emergency Management The “Putting People First” guide is designed to be adaptable across various stages of emergency management: Planning and Preparedness: Use the guide to ensure initial disaster plans are inclusive or to refine existing strategies to address accessibility gaps. Plan Evaluation: Apply the self-assessment framework to measure a plan’s effectiveness in addressing the needs of the whole community, with a particular focus on underserved or vulnerable groups.
