As much as the prospect of drone delivery excites me, I'm left with a few questions about the system. 1) Is there communication between drone operators and ATC to avoid incursion with other aircraft? With whom specifically would they communicate? (Approach, Tower, Departure etc.) 2) Given that Dallas has a large number of uncontrolled General Aviation (GA) airports, how will pilots adapt to the presence of unmanned drones in said uncontrolled airspace? Will operators avoid that airspace? 3) What are the extant regulations surrounding these drones? I'll be watching these developments intently; as you know, innovation either has to work within a system or revolutionise it.

This will be the foundation that unlocks the true potential of this technology. To remove human error from the safety equation, I believe all aerial platforms need to share a low latency V2V (Vehicle To Vehicle) network and CAS (Collision Avoidance System) that is V2V based. Then, drones will be able to safely occupy the sky without risking crewed aircraft and with no risk of midair collision above busy roads.

It would be great if the EU members finally started to move forward more quickly in the domain of drone adoption. The new regulatory package 2021/664, regulating airspace management for drones (UTM, Unmanned Traffic Management, or U-Space), was adopted by the European Commission in April 2021. The regulation entered into force in January 2023. EU member states must provide the services of the UTM system listed in Regulation (EC) 2021/664: flight authorization, remote identification of UAVs, restriction of flight zones, provision of information about traffic, weather, and control of compliance with applications. Currently, only Switzerland (a non-EU member) comes closest to the implementation of U-Space. Others, according to official messages, are "actively working on U-Space implementation" We do not know about the progress of many others in this area. And you?

Well the FAA has effectively given a greenlight to a third party to manage UAV and drone flights and interactions, provided certain technology requirements are met. Will this expand and legitimize UAV & Drone deliveries currently being tested and carefully controlled, managed and piloted in several states? What impact will this have on growth of the UAV/drone industry? “For the first time the FAA has recognized a third-party to safely manage drone-to-drone interactions,” said Praveen Raju, a program manager in the FAA’s NextGen Office. “As always, safety comes first, and we required exhaustive research and testing before giving the green light.” “Using UTM services, companies can share data and planned flight routes with other authorized airspace users. This allows the operators to safely organize and manage drone flights around each other in shared airspace. The industry developed consensus standards, which the FAA accepted, for how to accommodate multiple layers of low-altitude drone operations through UTM services. It’s been about a week since significant news broke regarding UAS Traffic Management (UTM) and turning the concept into reality. I’ve taken a few days after the FAA’s UAS and AAM Symposium to reflect on the UTM achievements. This announcement that was made on initial acceptance of a UTM Service (Strategic Conflict Detection) has been nearly a decade in the making. This is a personally significant milestone to see a program since its initiation within FAA through various phases from: budget formulation, concept development, testing & evaluation, and now to see near-term implementation. I want to highlight some of the folks that have enabled the work, myself, and have been critical reasons for the success of UTM within the Public Sector: Jarrett Larrow for teaching me about how to be a regulator (or at least pretend to be one) Biruk Abraham being and continuing to be a mentor and the epitome of leader Brandon Lint for continuing to balance the regulator and ANSP perspectives Joseph Rios for always being a willing teacher, educating others, and striving for better Peter Sachs for helping Sheppard a novel idea and being a believer Steve Bradford for supporting innovation and providing us space to problem solve some of the most complex topics and enabling new perspectives parimal kopardekar for being a visionary, a valuable partner, and continuing to push us all to new frontiers There are many others that have made important contributions to develop this new paradigm and enabling UTM in both supporting and in the public sector. You all know who you are and I am personally grateful to continue to learn from everyone. What we can all be proud of is maintaining the core mission of the FAA and enabling a new technology.
