We have recently published the results of the EIB Investment Survey 2023 for Luxembourg. If you haven't read it yet, here is an extract:
Investment outlook: Luxembourg firms are pessimistic about investment in 2023. The net balance of firms expecting an increase in investment is -4%, well below the EU average of 14%. The construction sector recorded the sharpest decline, with a net balance of -42% in 2023, compared to 7% in 2022.
Short-term concerns: Expectations regarding external financing (-38%) and business prospects (-17%) reached their lowest levels since the survey began in 2016.
Climate action: More than 80% of Luxembourg companies are actively reducing greenhouse gas emissions. However, only 39% set and monitor targets. Key actions include minimising waste, recycling and investing in energy efficiency. Compared to the EU, Luxembourg companies are less likely to invest in renewable energy (26% vs. 41%) and energy efficiency (43% vs. 59%).
Financial constraints: The share of financially constrained enterprises in Luxembourg surged to 10% in 2023 up from 2.4% in 2022. This exceeds the EU average of 6.1%. Notably, the services sector bears the highest burden, with 13.3% of firms facing financial constraints. The primary challenges reported by Luxembourg firms are rejection (6.2%) and discouragement (3.5%).
