Today, members of the Nebraska Occupational Therapy Association, Inc. held our annual Lobby Day to educate state representatives on occupational therapy, and our current legislative priority, LB 430. The intent of LB 430 is to prevent the application of multiple procedure payment reduction (MPPR) to the practice of occupational therapy, physical therapy, and speech language pathology. MPPR is a payment reduction strategy where the payer reduces the amount paid for multiple “procedures” during the same visit. Unfortunately, multiple “procedures” happen all the time in OT/ PT/and SLP because our “procedures” are our 15-minute timed codes. We hardly ever see a client for 15 minutes or less. We successfully banned MPPR from application to the NE Medicaid market in 2020 with a unanimous vote for LB 100. Now, we are tackling the issue with private insurance. This is an #accesstocare issue as clinics are forced to part ways with payers if they cannot operate under their reimbursement structure.
