. I am not sure what you mean by "the concept of rat population control." We have a problem with rats, and we have tried several tactics to reduce the rat population. The City's rat control program has been in place for decades. Rats are a fact of life, and the City's program reduces their abundance in the City by using approved rodenticides and by trapping and removing rats from the City. The "prevention and removal tactics" you mention are addressed in the City's rat control program.
