We’re approaching the end of our CTE policy countdown for 2023! Twenty-two states, including Hawai’i, Virginia, and Washington enacted 37 CTE-related policies in the area of data, reporting, and/or accountability in 2023, placing it as the second most common category! STATE HIGHLIGHT: Last year, the state of Washington directed the Office of Superintendent of Public Instruction to facilitate the transition to a universal online high school and beyond plan platform that will ensure consistent and equitable access. School districts are now required to annually provide learners in Grades 8-12 and their families with information about graduation pathways and are strongly encouraged to partner with community-based organizations that support career and college exploration and preparation. The legislation also outlined requirements for career exploration resources, which are to include information about CTE programs, work-based learning, and CTE equivalency courses. Very appreciative of this advocacy work. Every institution that offers high-quality online education or sees it as a strategic imperative moving forward should be aware of these proposed changes and thinking through the implications. Sitting at the table for this round of negotiations, I agree that as currently written, the regs will ultimately weaken student protections, create barriers to entry for institutions, and fail to mitigate the department's stated concerns. States who have voluntarily and legislatively entered into reciprocity agreements should be concerned about potential overreach and the resources it might require to implement the changes. I think it would be more productive for us to address concerns using a more evidence-based approach focused on true measures of risk. I will have more to say on these matters--and others--soon. But for now, thanks to: WCET - WICHE Cooperative for Educational Technologies (WCET), Online Learning Consortium, QM Quality Matters, UPCEA and American Association of Community Colleges for increasing awareness and advocating on these important issues.

I was the other day in a discussion about a government’s willingness to evaluate public school teachers and headmasters, leading to a natural resistance of public school personnel. This struggle has been on for quite some time, and it’s evident that an agreement doesn’t look probable. See, there are these moments when one should accept that their initiative is going to flop, that spending more resources on it is useless, so they must rethink it from a different angle and come up with a fresh, improved solution. So, in that case a better proposal could aim to assess public schools based on their students' performance in national examinations, providing an indirect and objective evaluation method. Specifically, each school could be evaluated based on the total average scores of all its students in Annual National Examinations. This would enable a ranking of schools based on the overall performance index. Furthermore, the scores would be collected for each subject, and a composite performance index for each school would be calculated. This methodology could lead to an objective evaluation based on academic performance and would encourage schools to enhance their educational processes. Presumably the headmasters will have a natural interest (or what about incentives?) to act appropriately to improve their teams’ performance. Finally the Ministry of Education could then delve into the specifics, that is to implement action plans for each case, aiming to improve the educational process in public schools.

Though I’m not yet formally in post, I’m happy to share the GuildHE manifesto containing key recommendations for the next government. Our focus must remain on championing the diversity of our sector. It’s richness is derived from its wide variety of providers; some large, some medium-sized, some small; some more traditional, some very new; some providing on-campus, off-campus, blended learning or all 3; all delivering to towns, cities and regions across the devolved nations, enabling students of all ages to undertake lifelong learning that improves their lives, careers and experiences. There is no one-size fits all, and unless we think creatively, we risk losing the diversity that makes UK HE so attractive to both domestic and international students. Not only that, a less attractive, strong and robust system would weaken the UK’s soft power around the world at a time we need to be showing ourselves as deep and meaningful collaborative partners to tackle global challenges. I look forward to working with my GuildHE team and many of you in (and outwith) the sector to secure the strength and diversity of our sector!
