2moPostured?? Maybe. Ready right now? Nope. I 100% agree with you regarding explicit acquisition. We’ve failed more times than I can count, and maybe the software delivery failures needed to happen that many times to get to this point now of rapid change. Contract’s COR position at every software factory must, must, must be trained on contract performance standards, and understand and be willing to quickly upchannel operational risk for their product despite his/her rank. COR position is a position of profound significance, yet we often put the least-trained NCO on it because the higher ranking NCOs have all the other “more important” additional duties. Also even though they hear most of the complaints, the Contracting Officer is almost completely released of liability because they’re depending on accurate and timely reporting from the CORs. AFI 1-2 places the responsibility of this on commanders to oversee a rapid increases in operational performance, which technically covers 25% of their MGA’s. Also, how many leaders are familiar with their MPA’s or ALQ’s? Are these publicized for transparency? Are service contracts explicitly aligned with MGA’s? It would be nice if we can automate this. Wait, aren’t we ready for smart contracts?
