Planning anticipating reality: flexibility, multi-scenario planning   At the Subsector 11 in the 22@ district, we had to face the question about how to do a plan anticipating many potential different uses. Traditionally, the planning of these sectors is bases at Barcelona’s Municipal Level on approaching the building volumes according to the 22@ potential uses. But if you expect a laboratory to come, it requests wide plans and big surfaces; if offices are to come, depending on the type of development their measures change -sometimes landscape sometimes tall; if a corporative building develops the site, the conditions change. How to make a plan without designing a volume was the issue? To face such challenge JPAM envisioned a new typology of planning, introducing the multi-regulation and flexible built ordinance as key concepts to develop more resilient planning: 1. Project Units: The buildable 60.000sqm were subdivided into units between 6.000 and 12.000 sqm, opening in between spaces to generate a more rich ground level. A public passage was to regulate the transition with Waldés Industry heritage building. 2. Multi-scenario planning: We found in the planning law the possibility to introduce a multi-scenario scheme, allowing every project unit to have alternative bulk envelopes to increase the typological response of the city planning. To do so, the legal redistribution of built footage was anticipated to guarantee the general coherence while opening new possibilities. 3. Flexible bulk envelopes: we designed an adaptative parameter -index of flexibility- measuring the tension between bulk envelope and built footage, ensuring percentages of 25% to provide design possibilities to the future buildings. 4. Intensity of ground level: a higher regulation was stablished at ground level to ensure coherence between new buildings and uses with the richness of use at ground level, opening many fronts and multiple relations at spaces in contact with the street. 5. Multi scale public space on private domains was created multiplying the scales and elements within the Cerdà's Grid, stimulating new squares and passages, urban contacts and opening the possibilities for atrium and in-between structures. The result took us two years to approach it, but the effort has opened a way to discuss city planning and site tectonics, which we hope opens a way to deal with the uncertainty process to make a city. Four months later from approving the plan, the property plan -reparcelación-was completed and the subsector building mostly sold immediately. What happened later is a long disc, being occupied by Glovo in a certain moment. This plan could not be done without the extraordinary effort of Victor Fabregat and Eva Arrebola (Fabregat-Pericles-Sales), the effort of arch’s. Samuel Llovet Montardit, Jorge Perea Solano and the vision of Amado Martín. Thanks also to the patience and support of the sub-sector 11 owners, which was fundamental along the process.
