WHAT IS A REGISTRATION STATE? In franchising, every franchisor is required to have an up to date FDD (Franchise Disclosure Document). This is a document that outlays the terms of the agreement between franchisors and franchisees. Some states require additional registration requirements before franchisors are legally allowed to award franchises. Those states are: California  Hawaii  Illinois  Indiana Maryland  Michigan  Minnesota  New York  North Dakota  Rhode Island  Virginia  Washington  Wisconsin If you are interested in buying a franchise in one of these states and can't get the franchisor to give you more information, it may not be because they don't want to, but rather because they can't. For example, The Helms Group has seen companies file for registration in California in April and not be approved until the middle of Q4.
