The large scale mitigation project devised by Natural England and through their District Level Scheme - essentially it is the same licensing scheme as before - it just up streams habitat compensation - in NE's schemes that means lots of ponds min size 150m2 - developers still have to enquire, then pay their share of the conservation payments assessed by an impact assessment - with all the ecological data supplied by consultants for each site, then once the payment is paid then an application for the licence can be made - with a reasoned statement for developments (over 0.5Ha). I am wondering when 5,000 ponds will be achieved by the district licensing scheme? The greatest number of ponds ever created in England for amphibians Will it help great crested newts? I am certain the same sort of results will arise from the research from DICE on 18 site based mitigation projects 7 years on. Ponds are the main limiting factor for newt conservation at a local landscape level - newt consultants have known this for decades. It is great to see so many ponds being put into the ground - will the space for them run out and will they impact on BNG and habitat banks?

CT Planning has successfully secured planning permission for the change of use of allotment land to form an extension of the existing cemetery in Stapenhill. The existing cemetery is a Grade II registered Park and Garden and contains a Grade II listed structure. Additionally, the site is within locality of two conservation areas. The application was submitted on behalf of the Communities and Open Spaces department of the East Staffordshire Borough Council (ESBC), and thus was required to be presented to the planning committee. Several neighbour concerns were raised regarding amenity, highway impact, pollution, flooding, and drainage. However, it was successfully demonstrated that the distances from residential properties and the nature of the cemetery use would result in no significant adverse effects on neighbouring amenity. The extension would also enhance current visitor access to the cemetery. The application also highlighted, that due to the increasing local demand for burial plots and the limited cemetery provision, expanding into the nearby vacant allotment presented a suitable solution that utilises existing facilities while minimally impacting the surrounding area's character and appearance. The application was subsequently approved by committee, who concluded that the proposal would result in less than substantial harm to the significance of designated heritage assets, which is outweighed by the public benefits. With the assistance of DJOGS, the application also addressed concerns about the impact on trees and biodiversity. In these circumstances, the proposed development is considered an acceptable form of development, contributing to the sustainable growth and expansion of an existing community facility. We recently received the pre-app response for this Green Belt site in open countryside within Bromsgrove District. The site comprised a series of traditional barns in various states of repair. The development would require some conversion, some repair and one wing re-built to form the third of four homes; essentially the erection of a new dwelling in Green Belt. Some parts of the proposal, including the re-building works, represent inappropriate development in the Green Belt so it was great to read that the LPA agreed with the very special circumstances we presented and offered the reassurance needed to proceed with an application. Not every barn is worth saving and context is important. Those that are often need a lot of work, including repairs and rebuilding. Its good to see an LPA consider the wider benefits of retaining our historic buildings, even if that does mean accommodating development that doesn't fit neatly into a policy box. #greenbelt #barnconversions #opencountryside #worcestershire #bromsgrove #planning #heritage #nondesignatedheritageasset #veryspecialcircumstances #vsc
