I originally thought 1963. The truck looks too new for 63. The test equipment looks a little old for 1983. Back then we were using IFR 1000 and the brand hew Moto 2000 and 2200 series service monitors. Station appears to be solid state which makes it newer than 1963. No one in 83 had those patches on the back of their shirts. I will say 1983 with a very dated cover picture.
