Yesterday's "New Priorities for Public Services Reform" panel at Demos left me keen to see how Labour will shape the UK's institutions over the course of the next parliament. When asked how The Labour Party could best support the transition to prevention-focused and mission-led public management across all levels of government, panellists Nick Pearce, Halima Khan, and Catherine Needham offered the following path: · Include a cross-cutting review of the key enablers for prevention-focused public services as part of the comprehensive spending review, · Strike a balance between stabilisation and reform, rather than a sole focus on the task of recovery, · Explore a systems approach - enhance the capabilities of the voluntary sector and partners to provide support where they are better placed to do so, · Build upon the case for human learning and improvement systems, up-skill public servants, and invest in the capacity to deliver quality outcomes, · Localise best practice (e.g., Gateshead Liberated Method & No Wrong Door) by placing higher value on local experimentation and innovation - similar to R&D in the commercial and scientific sectors, and · Galvanise a unified Cabinet around a strong narrative for mission-led public services.

📢 Our Citizens' White Paper is out today! 📢 The challenges facing the country and the new Labour government are daunting. From broken public services to a sluggish and unequal economy, with everyday people worn down by the cost-of-living crisis, we need better solutions to the big challenges we all face. Taking the public on this journey will not be easy - trust in our political system’s ability to make decisions in the interest of people across the UK has been deeply eroded, and understandably so! Our Citizens’ White Paper sets out why, when and how the government could embed citizen involvement in national policy making to tackle the complex and potentially divisive challenges facing our country and deliver on the Prime Minister’s promise to restore trust in politics. Our paper, produced with lead partners Demos - the UK’s leading cross-party think tank, makes the case for putting citizens at the heart of an evolution in policy making, bringing their insights, experience and collective judgement to bear on the challenges ahead. This will help create the governing mandate needed for change and ensure that citizens can partner with the government to deliver on the actions needed for national renewal. We don’t just need new policies for these challenging times. We need new ways to tackle the policy challenges we face – from national missions to everyday policy making. We need new ways to build back trust in politicians to govern. Proud our Citizen's White Paper is out today! Great coverage in the Financial Times https://lnkd.in/eGRyFr6Y too. It sets out why, when & how government should put all of us - people from different walks of life, across the UK - at the heart of national policy making. Doing so has the potential to both deliver policies that work for people *and* win back public trust, which is at a record low. The challenges facing the country & the new govt are daunting. From broken public services to a sluggish and unequal economy, with everyday people worn down by the cost-of-living crisis, we need better solutions to the big challenges we face. And, Demos’ 2024 polling shows 76% of people - understandably - have little or no trust that politicians will make decisions in the best interests of people. In the King’s Speech, Prime Minister Keir Starmer recognised this & said “The fight for trust is the battle that defines our political era” From national missions to the daily work of policy teams, there are clear opportunities to better involve the public. NEW Citizens' White Paper out today - clear roadmap for how UK government can embed public participation into policymaking. A very important step. So proud to be launching this from Involve and Demos. It's a well-evidenced, grounded plan that the new government can pick up and use immediately. It's based on interviews with senior ex-Ministers, shadow ministers, a design sprint with experts and all the massive combined practitioner and policy knowledge of the Involve and Demos teams. Keir Starmer said last week that "the fight for trust is the battle that defines our political era". Using approaches like people's panels, assemblies, juries, and more, within policymaking, is a change in mindset. It's a similarly big mindset shift as the evolution towards evidence based policy of the late 90s. And with the same chance to create game changing impacts. It can unlock difficult policy questions, move us into a world where shared values overcome the problems of "deliverism" - and build that trust back. I’m looking forward to participating in the World Academy of Art and Science General Assembly today. We’ll be discussing ‘Human Security’ for policymakers, with my colleagues from the Inter-Parliamentary Union So, what’s ‘Human Security’? Well, it’s all about putting people first. Members of Parliament (MPs) need to respond in a way that considers everyone’s well-being. It’s like looking at a puzzle with lots of pieces – MPs have to figure out how to solve it by considering different angles. This approach helps MPs better understand and tackle the complex challenges that affect people’s lives, like safety, jobs, and dignity. By using this approach, MPs can come up with better solutions that cover different areas and are based on real-life situations. Ultimately, this helps us engage with the public more effectively and build a stronger, trustworthy democracy.
