Opportunity knocks: navigating the steps to ‘not inappropriate’ grey belt development Lichfields has prepared a flowchart of the two test process towards establishing that a development proposed by application, on a Green Belt site, is not inappropriate, by virtue of being grey belt. While the flowchart can be viewed in isolation to gain a general overview of the policy tests, Jennie Baker, Edward Clarke & Steven Butterworth's blog expands those tests, and the assessment steps within them, in terms of how they apply to decision-taking, rather than plan-making. Navigating the steps to grey belt development is complex, but the opportunity is potentially powerful. The route to achieving a permission is being tested through many different cases concurrently and many more promoters, land owners, local authorities and developers are considering how they might capitalise. This flowchart and accompanying blog (led by the indefatigable Jennie Baker) considers how the policy should be interpreted. Huge HT to Tracy Blake Mark Kilgallon and Daniel Orford for making this approachable and clear.

In the 1800’s someone wrote amazing specifications! Let’s talk about the real lifespan of infrastructure—proven by history. The ghost bridge that reappeared after the draining of a reservoir in New Jersey is a testament to the fact that quality engineering and construction, combined with the right materials, can last hundreds of years. This saves time and money for decades. Compare that to our current band-aid approach, where low-bid projects, if we’re lucky, last 5–10 years.
