This is a human tragedy, as inter-country adoptions have dropped nearly 95% since the State Department was put in charge. Congress should transfer this responsibility to hopefully a more “adoption friendly agency”, perhaps “Health and Hunan Services” (HHS), unless they have also gone “WOKE” like the State Department , where I was once proud to serve!
