Some of us have worked very hard with governors to get groundbreaking demonstration authority within WIOA that would allow states the most flexibility provided since WIA passage in 1998. This should be a top priority for NGA, and I hope as we move forward in conference that NGA could be more explicit in its support and advocacy for such authority, which will change the entire paradigm.
