General Mark A. Milley is the 20th Chairman of the Joint Chiefs of Staff USA Army. Geostrategic competition and rapidly advancing technology are driving fundamental changes to the character of war. Our opportunity to ensure that we maintain an enduring competitive advantage is fleeting. We must modernize the Joint Force to deter our adversaries, defend the United States, ensure future military advantage, and, if necessary, prevail in conflict. The Joint Force has taken the first step by developing and publishing the Joint Warfighting Concept (JWC) and updating Joint Publication 1, Doctrine for the Armed Forces of the United States. The JWC is a joint, combined vision for how the U.S. military will operate across all domains. The next step is to create a leadership structure that turns concepts into capabilities. The Joint Force must make fundamental changes now to win the next war and, by doing so, we will deter the war from happening in the first place.

A current day counterpart of a Dwight Eisenhower or Douglas MacArthur simply doesn't appear available. Maybe there are some ☆☆☆☆'s out there who will prove me wrong and demonstrate true leadership in a time of world crisis. 👇👇👇👇 By itself, installing a four-star General doesn’t make much difference. At least if improved ability to fight (and win) a war – with or without our Japanese allies – is what you’re trying to accomplish. The number of stars doesn’t matter much. What USFJ needs is the structure, resources, dedicated forces, command authority, and mission to be a real warfighting command. It is not a force that just apologizes to the Japanese government now and then when US troops misbehave, and otherwise mostly passes messages back and forth between Tokyo and Honolulu. It’s possible, however, that the Japanese might see a four-star as preferable. That is because his immediate Japanese counterpart at the Japan Self-Defense Force‘s soon-to-be-activated joint headquarters would be a four-star. If symbolism is what you’re after, a four-star might suggest the United States places more importance on Japan than symbolized by a mere three-star. In the rarified world of Generals and Admirals, compared to a four-star, even a three-star sometimes has about as much influence as a First Lieutenant. But symbolism doesn’t win wars. And winning wars is all that matters. Or if you’re lucky, you’ve done what’s necessary so an adversary knows he’ll lose – and you thereby avoid a war altogether. That’s called deterrence.

The Offense is the decisive form of warfare. As the Russians and Ukrainians have recently reminded us, it is also extremely difficult. American ability to maneuver against greatly outmatched opponents in Iraq and Afghanistan may have created an impression that we are somehow immune from this dynamic. In this article, LTC Jennings discusses six "considerations" for developing the force structure and doctrine necessary to achieve operational success against near-peer opponents on a future battlefield. Does the U.S. Army have the ability to think clearly on these considerations as it mans/trains/equips for the current and future forces? Let us hope so.

The U.S. government needs to be quicker about rolling out new integrated deterrence efforts, the Pentagon’s top military officer says, as global tensions have risen since the Biden administration made the concept a key part of its national-security strategy. “What is old is new again. What is new is further complicated by emerging domains and technology. We needed a deterrence strategy to be integrated by design to deal with these modern challenges, and I would argue we need to be faster at developing and applying our new framework,” Chairman of the Joint Chiefs Gen.
