This report underscores a critical challenge facing higher education in the United States: existing funding models hinder progress towards essential goals. Complete College America addresses this challenge with completion-goals funding, a new approach in which colleges receive funds upfront and must meet completion targets. This strategy aims to drive impactful reforms and significantly increase completion rates.

As the landscape of higher education continues to evolve, the future of accreditation in the United States is poised for significant transformation. For small colleges, these changes are not just necessary but essential for survival and success in an increasingly competitive and dynamic environment. The current accreditation system often emphasizes inputs—such as faculty credentials, facilities, and financial resources—over actual educational outcomes. For small colleges, which might not have the same level of resources as larger institutions, this can be a significant hurdle. The future of accreditation should shift the focus towards outcomes, such as student success, employment rates, and community impact. This outcomes-based approach would allow small colleges to demonstrate their effectiveness in educating students and contributing to society, even if their resources are more modest. Finally, faculty's credentials should be based on experience and not just education degrees.

A new white paper from Complete College America tackles one of the most serious dilemmas in higher education: how states can finance colleges and universities to support student success and actually achieve their aspirational goals without punishing institutions that serve students who need more support. Funding colleges on a per-student basis rewards enrollment rather than completion with a marketable credential; and outcome-based funding strategies have produced disappointing results. CCA proposes a new model called completion-goals funding: "Colleges get the money they need to implement proven strategies up front, and then they must meet completion targets." It's a genuinely fresh approach, designed to learn from the shortcomings of existing models. The completion-goals funding strategy raises its own set of questions, naturally, and the answers to some of those questions may be daunting. Yet the completion-goals funding model sets up an urgently needed budgetary discussion on first principles of higher ed funding. If your state economy depends on a skilled workforce - and it almost certainly does - your current higher ed funding model may not adequately support the students on whom that economy relies. The CCA proposal should provoke all of us to wrestle with hard questions that usually get submerged in annual budgetary debates.
