This partnership focuses on conducting Capacity Building Programs (CBPs) for Senior Officers of Jammu & Kashmir, aimed at enhancing governance and administrative efficiency in the region. The position of the Chief Minister in Jammu and Kashmir presents a stark paradox. Despite being stripped of actual powers and functioning in a political vacuum while awaiting the restoration of statehood, the Chief Minister continues to enjoy all the ceremonial protocols and privileges associated with the office. This dichotomy highlights the dissonance between the symbolic importance attached to the position and its current functional irrelevance. The retention of these protocols—meant to signify authority and command—comes across as a superfluous display when juxtaposed against the reality of a powerless administration. It raises important questions about governance priorities and the purpose of maintaining such ceremonial trappings in the absence of meaningful decision-making powers. The situation also underscores a broader issue of misplaced priorities. While the people of Jammu and Kashmir struggle with pressing issues like unemployment, lack of infrastructure, and governance voids, the focus on maintaining ceremonial privileges for a Chief Minister without substantive authority appears tone-deaf to the ground realities. It further erodes public confidence in the political system, fostering a perception of inefficiency and insensitivity among those in positions of influence. Restoring statehood and fullfilling aspirations of the people should be the priority. Until then, the emphasis on protocols and symbolic gestures serves little purpose, apart from highlighting the widening gap between the expectations of the people and the administrative reality.

Amit Shah has said, "Uniform Civil Code will be introduced in Jharkhand but the Tribal community will be kept out of the ambit of UCC." [Source: ANI] My Comment: In my research article "Uniform Civil Code: Past, Present, Future", published on 12/08/2023, I had made the following observation: "Moreover, provisions such as Articles 244 (2), 371 A (a) and 371 G (a) and entry 3 of the Sixth Schedule of the Constitution of India which provide for protection to the customary laws of some North East Tribes also pose challenge to the realisation of UCC. Saving the customary laws of the Tribes, for instance, from the greater stride of the UCC would be defeating the very purpose of having a common civil code."
