This is a great read on how Special Operations Forces are adjusting to the modern operating environment. That said, there’s a lot to unpack from this short piece. “For example, USSOF’s civil affairs and psychological operations capabilities, though currently underutilized, are essential for strategic competition.” I don’t know that these forces are “underutilized.” I think that there’s more demand than capacity. I also think that the real danger is these forces can be mis-utilized. The effects that these specialists can achieve, when harnessed properly, can shape an operating environment and set conditions that are favorable to an organization’s objectives. This is especially true when they are employed proactively. Said differently, shaping a narrative in the information environment vice reacting to how others spread information is the most effective way to employ information. Too often, leaders want to respond to the information environment rather than lead the discussion.
