This is highly situation specific, sometimes diplomacy does help, but I believe that in a job application or referral it is better to be straightforward rather than beat around the bush!!!!

Scenario-1 happens a lot with me. Even if I want to try to help someone, I cannot, just because I don't know anything about that person. Scenario-2 rarely happens. This kind of connect is more fruitful.

Scenario -1 is common now a days and I had pretty bad experiences as well.Scenario -2 is fruitful and less happens.
