Synergizing our EU-US transatlantic exchanges on frontier models and AI Safety Institutes, the Institute for AI Policy and Strategy (IAPS) issues a policy brief analyzing the first wave of AI safety institutes, including their characteristics, functions, and challenges. In particular, it brings: ➡ Overview of the current AISI landscape (specifically consisting of the Japan, UK, and US AISIs, but also highlighting AISI-like institutions in the EU, Canada, France, and Singapore); ➡ Fundamental characteristics (safety-focused, governmental, technical, what first-wave AISIs are not); ➡ Core functions (evaluations, research, standards, cooperation and coordination, scientific consensus-building, etc); ➡ Challenges and limitations (specialization and trade-offs, redundancy with existing institutions, relationship with industry) It highlights that the first-wave AISIs have several fundamental characteristics in common: ➡ Technical government institutions. ➡ Clear mandate related to the safety of advanced AI systems. #LocalNews UN General Assembly unanimously adopts resolution to bridge global AI divide In a landmark move, the 78th session of the United Nations General Assembly has unanimously adopted a resolution aimed at enhancing international cooperation for building capacity in artificial intelligence (AI). The resolution, titled “Enhancing International Cooperation on Capacity-building of Artificial Intelligence,” was proposed by China and co-sponsored by over 140 countries. The adoption of this resolution by consensus reflects the extensive global agreement on the critical importance of strengthening AI capacity building, particularly in developing countries. I think that there are three factors China may influence the #AI world. One is data. Two is talent, as Chinese engineers, scholars, and entrepreneurs are leading innovations domestically and globally.
