Training needs to include examples of the tasks being applied in realistic scenarios. The implication of providing examples is that the participant also needs to be assessed on the their ability to apply the new knowledge and skills accurately and competently. The primary issue with this case was the lack of examples provided during Starkey's training in probable cause, delivered by his instructor - his lieutenant. Last week the USCG put out CG-MMC Policy Letter 01-24, "Temporary Extension of Administrative Grace Period For Credentialing Transactions" which extends the MMC expiration grace period from 1 year after expiration to 6 years after expiration. In other words, mariners will not have to retest within that 6-year window, however other endorsements such as BST may need to be renewed/revalidated. I am 99% sure this is retroactive. This change was created in an effort to increase the number of credentialed Merchant Mariners in the US. So, go, renew, and be prosperous! https://lnkd.in/gHuSjE9x
