On April 30, 2024, Housing Minister Lee Rowley revealed new legislation that will expand agricultural permitted development rights in England. The rural sector plays a crucial role in the UK economy by supporting food security, rural housing, and efforts to combat climate change. Following Brexit, the government has been working to introduce more flexibility into the sector, especially in light of popular shows like Clarkson's Farm that shed light on the challenges faced by rural businesses. During the Food to Farm summit in May 2023 and with the release of the Unleashing Rural Opportunity policy paper in June 2023, the government expressed its commitment to reducing bureaucracy to enhance economic outcomes for rural areas. This includes creating opportunities for businesses to diversify their income streams and raise capital. Since then, several initiatives have been introduced, such as changes to permitted development rights for camp sites and temporary uses, in addition to the most recent changes announced last month. #landrestitution, #internallydisplacedpeople, #returnees, #landcertification Ethiopia’s Rural Land Administration and Use Lead Executive Office (RLAULEO) of the Ministry of Agriculture in collaboration with the Responsible and Innovative Land Administration Phase II (REILA II) Project conducted the first Consultation Workshop on the National Guide for Rural Land Restitution for Internally Displaced People (IDPs) and Returnees. There is urgency to address the needs of IDPs and returnees, including women and vulnerable groups, especially as regards to ensuring access to their farm lands. Being the first of such document to be developed in the country, the guide underwent scrutiny during two- day workshop (22-23 July) in Adama. The participants included technical experts from regional land administration bureaus : Amhara, Tigray, Oromia, Benishangul-Gumuz, Gambella and the RLAULEO as well as REILA II consultants. Following the workshop, the guide is undergoing revision. The final product will be a national guide that will assist the land administration office from the federal down to the woreda level in collaboration with kebeles, I/NGOs, and CSOs in land restitution in post conflict areas of Ethiopia. Rural land restitution highlights the continuing gains being made by the RLAULEO, in partnership with development partners, in the implementation of the Second Level Land Certification (SLLC) as well as the usefulness of the National Rural Land Administration Information System (NRLAIS) in providing credible landholding information especially in areas where the land certification had been completed or partially completed. As explicitly expressed by the participants a multi-stakeholder/ sectoral collaboration is paramount to facilitate the land restitution process from public information and awareness, strengthening institutional structures, replacement of damaged certificates to addressing disputes related to access to land. A multi-stakeholder collaboration is also essential to protect the land rights of IDPs and returnees which include women and other vulnerable groups as well as support complementary activities such as those related to supporting sustainable livelihoods, providing psychosocial support, and others. There is a lot to complain about when it comes to the status quo of access in England and Wales. I do it a lot! But perhaps the most egregious aspect of CRoW as compared with other regimes of access is the cost. It cost six times as much to establish our restrictive access rules than it cost in Scotland to provide the freedom to enjoy the countryside. The cost is ongoing as the map is always changing as landowners and developers contest designations and try and chip away at our fractured network of access land. At the end of the day, that's millions of pounds that could be ploughed into outdoor education, towards unblocking our 32,000 blocked rights of way, towards supporting infrastructure on farms to protect livestock and create better access for everyone. We are living through an age of sustained austerity where public services are squeezed to the brink - it isn't just unwise to press on with this expensive mess of a status quo - it's unconscionable. The Labour Party have a chance to implement popular reform, and do it properly. But the rumours we are hearing is of another missed opportunity. #Access #Reform #NatureConnection #LandReform #RightToRoam
