This is happening all over the Bay Area, and it is so hard to believe at times that a mid-rise Class A office building has reached to point where it is worth less than the land it is sitting on. Can We Turn Empty Office Buildings Into Housing? Zoning is the least of it. Suburban office parks were place where they are because suburbanites did not want to live there (not near anything or on bus lines). Lack of bathrooms, windows (and where there are windows they don't open) and the presence of columns present expensive hurdles.
