Have you ever come across walls that talk? 🧱 It might seem a little strange, but on a recent trip through Uttarakhand, Chhattisgarh, Bihar, Odisha, and Jharkhand, the walls I encountered did something unexpected. They made me stop and stare.🤯 How often do we truly consider a wall? Probably, never. They're just there, forming the backdrop of our lives. But these weren't your average walls. They were plastered with messages, not flashy advertisements, but powerful statements meant to spark awareness. One wall spoke out for women facing domestic violence, another championed the cause of farmers. Another simply yet powerfully reminded people to be mindful of where they're parking their vehicles. 🚳 There were even messages promoting village health and sanitation. In these non-descript villages, such public awareness efforts felt particularly meaningful🌻 While advertising has its place, it's inspiring to see walls being used for social good. Imagine the possibilities! A simple wall can become a platform for positive change. This made me think - could we use walls in our own communities to spread awareness on important issues?🤔 Perhaps a neglected wall could be transformed into a place of information, a silent advocate for a better future. The caretaker government has decided to extend the Sehat Sahulat Programme in several areas, including Islamabad Capital Territory, Azad Jammu and Kashmir, Gilgit-Baltistan, and Tharparkar district of Sindh, until 30th June 2024. This extension, approved by the Executive Committee of the National Economic Council (ECNEC), aims to ensure the continuity of the program. However, the eligibility for benefits will now be limited to the poorest segment of these areas. To plan for the program's future beyond June 2024, significant changes are being proposed, including revisions in technical scope, financing, regulatory framework, and institutional arrangements. A high-level working group, led by the Ministry of Planning, Development, and Special Initiatives, will work on finalizing these plans within 90 days. The Sehat Sahulat Programme, initially approved in 2018, aimed to provide healthcare coverage to those living below the poverty line. Over time, the scope of the program expanded, covering more areas and demographics. The program has seen revisions and extensions over the years, with the caretaker government now approving it for the ongoing fiscal year, with potential further extensions based on recommendations from the working group. #scope #group #government #Islamabad #program #Sindh

On this National Panchayati Raj Day, let's reflect on the urgent need to uplift and empower these vital local government institutions for a truly inclusive and developed India/Viksit Bharat. How can we achieve the global goals if we continue to ignore local governments? Recently, I conducted a comparative analysis of 17 states in India using Mission Antyodaya data (Ministry of Rural Development-Government of India) for a UN Agency. In terms of average scores obtained by Gram Panchayats (GPs) in these states for 2019 and 2020, Kerala and Gujarat emerged with the highest averages, while Assam and Jharkhand ranked lowest. Apart from Kerala and Gujarat, the average scores obtained by GPs in all other states were less than 50. Despite their potential impact on grassroots governance and sustainable development, rural local governments, or Panchayati Raj Institutions (PRIs), especially Gram Panchayats (GPs) in India, are mostly overlooked and excluded from development partnerships. Do other tiers of government, service delivery institutions, NGOs, corporates with their CSR efforts, donors, and UN agencies truly acknowledge the importance of PRIs? The marginalized status of more than 0.255 million PRIs begs the question: when will they be empowered with the functions, finances, and functionaries they deserve? 𝐏𝐫𝐨𝐟 𝐉𝐚𝐲𝐚𝐧𝐭𝐢 𝐊𝐚𝐣𝐚𝐥𝐞 of Gokhale Institute published a research article titled Village Gulumb in Maharashtra- Comparative Insights from 1976 and 2020 surveys, in the 𝐉𝐨𝐮𝐫𝐧𝐚𝐥 𝐨𝐟 𝐈𝐧𝐝𝐢𝐚𝐧 𝐒𝐜𝐡𝐨𝐨𝐥 𝐨𝐟 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐄𝐜𝐨𝐧𝐨𝐦𝐲, in the honour of 𝐏𝐫𝐨𝐟 𝐍 𝐑𝐚𝐭𝐡, former director of Gokhale Institute. The paper examines the changes in the village of Gulumb, #Maharashtra, over the last forty-five years through surveys conducted by the Gokhale Institute of Politics and Economics. Comparing data from 1976 and 2019-20, it reveals a diversification of the village #economy but also highlights concerning trends such as a decline in the sex ratio, contraction of the female population and workers, and economic challenges faced by small, marginal, and landless households. Despite economic development, issues like sanitation infrastructure, water needs, and potential future challenges including increased migration and unemployment, particularly among vulnerable groups, remain. The paper emphasises the need for targeted #policies to address these challenges and ensure sustainable development in the village.
