Sampoornata Abhiyan Launched in Kasganj District! Sampoornata Abhiyan, an initiative under the NITI Aayog's Aspirational Districts and Blocks Programme, was inaugurated in Amanpur block of Kasganj district, Uttar Pradesh on July 8, 2024. This comprehensive campaign, scheduled from July 4 to September 30, 2024, aims to ensure holistic development and complete saturation of schemes. The programme showcased stalls highlighting different schemes, featuring products made by Self-Help Groups under the National Rural Livelihood Mission. Health initiatives, including registration of pregnant women, BP and sugar testing for adults above 30, and a 'Godh Bharai' ceremony for expectant mothers, were conducted on-site. #Livelihoods | The ‘Status of Adivasi Livelihoods’ (SAL) Report (2022) reveals that Adivasi households in the states of Madhya Pradesh (MP) and Chattisgarh in central India, have substantially lower income than other communities. Adivasi households in MP have an average annual income of Rs. 73,900, while the figure is Rs. 53,610 for those in Chhattisgarh (PRADAN, 2024). This is much lower than the national average annual income of agricultural households, which stood at Rs. 122,616 during the agricultural year 2018-19 (National Statistical Office, 2021). Aajeevika Adhikar Sangathans (AASs) are the backbone and primary unit of DEHAT India's commitment to promoting sustainable livelihoods and participatory governance in the Mihinpurwa Block of Bahraich, Uttar Pradesh. AAS comprises twenty or more families, with a strong emphasis on women's representation. These groups serve as platforms for community members to come together, discuss issues, and collectively work towards solutions. Regular meetings of AAS and Cluster meetings of their leaders are held to discuss issues the community is facing. These meetings serve as a platform for community members to voice their concerns and collaborate on solutions. The primary objective of AAS is to promote participatory governance by ensuring that every individual has access to their rights. They also prioritize the promotion of natural farming and other sustainable livelihood options within the community. The theme of #PoshanMaah this year is "Suposhit Bharat, Sakshar Bharat, Sashakt Bharat". On this National Panchayati Raj Day, let's reflect on the urgent need to uplift and empower these vital local government institutions for a truly inclusive and developed India/Viksit Bharat. How can we achieve the global goals if we continue to ignore local governments? Recently, I conducted a comparative analysis of 17 states in India using Mission Antyodaya data (Ministry of Rural Development-Government of India) for a UN Agency. In terms of average scores obtained by Gram Panchayats (GPs) in these states for 2019 and 2020, Kerala and Gujarat emerged with the highest averages, while Assam and Jharkhand ranked lowest. Apart from Kerala and Gujarat, the average scores obtained by GPs in all other states were less than 50. Despite their potential impact on grassroots governance and sustainable development, rural local governments, or Panchayati Raj Institutions (PRIs), especially Gram Panchayats (GPs) in India, are mostly overlooked and excluded from development partnerships. Do other tiers of government, service delivery institutions, NGOs, corporates with their CSR efforts, donors, and UN agencies truly acknowledge the importance of PRIs? The marginalized status of more than 0.255 million PRIs begs the question: when will they be empowered with the functions, finances, and functionaries they deserve? When will the partnership with local governments or Gram Panchayats be made a mandatory and cross-cutting issue in development policy measures? #sdglocalization #localgovernments #Panchayatirajinstituions #nationalpanchayatirajday #decentralization #governance #participatorydemocracy
