CIER’s Collaborative Leadership Initiative (CLI) is proud to be part of having elected leaders of four governments sign a historic Memorandum of Agreement (MOA) in Fort Smith today. The governments – Salt River First Nation, Smith’s Landing First Nation, Fort Smith Métis Council, and the Town of Fort Smith, as well as the Member of the Legislative Assembly for Thebacha – signed the agreement after finding common ground in a series of gatherings other the past year and a half. Today, we're honoring Guilford County, North Carolina, as a 2023 Awards for Excellence Winner. Five years ago, Guilford County leaders identified a significant need for K-12 school capital construction. Their approach to sound financial planning was underpinned by a collaboration between the County Board of Commissioners and the Board of Education. These two boards have forged a partnership that aligns both elected bodies, the community, financial experts, and financial regulators. The effort has resulted in a sustainable funding model that supports $2 billion in voter-approved general obligation bond borrowing authority since 2020. APRA’s Executive Lead for Supervision Practice, Brandon Khoo, joined a panel last week on advancing cultural diversity and leadership. Six agencies collaborated to plan this joint event together, with around 100 people attending on the day and over 1,300 more online. APRA Chair John Lonsdale opened the event, which was chaired by Reserve Bank of Australia Governor Michele Bullock. Brandon was joined by Nu Nu Win from Commonwealth Treasury and Suneeta Sindhu from ASIC. The ACCC and Australian Financial Security Authority (AFSA) were also key collaborators of the event. The panel shared their personal experiences in the workforce as culturally and linguistically diverse (CALD), discussed recent research in the area, and spotlighted strategies to help remove barriers and increase representation at the leadership level. The need to nurture in-house CALD talent and the value of non-CALD allyship at the top level of leadership were raised as part of an engaging and thought-provoking discussion. Alex Killick highlights the role of governance and accountability in relation to the ongoing Post Office scandal. When we think of scandals and management failures (Shrewsbury & Telford NHS, RBS, Mid Staffordshire NHS etc etc) an absence of effective non-executive oversight is often highlighted as an area for attention. Perhaps we shouldn't be surprised, when the requirements for most non-executive positions don't effectively measure, or require, inclusive governance skill. And the remit for non-executives remains predominantly focused on the stewardship of the ££&pp. Our research into the drivers for inclusion identified that Inclusive Governance, and conscious scrutiny are a key requirement to drive a positive culture of change. Our experience has shown how the tone and culture at the Board can drive, or turn a blind eye to, bad behaviours that have led to toxic workplaces. Conversely, we know the power of inclusive governance, where non-executives actively seek the assurances they need to know that results are being achieved the right way. In many instances top teams are using our inclusion insight audits to dig deeper and really understand how policy is being translated into action, and impacting on staff experience so that frameworks can be put in place that further support inclusive governance and conscious scrutiny. #InclusiveGovernance #ConsciousScutiny

THE HISTORY AND PRESENT STATE OF THE AFFORDABLE HOUSING INDUSTRIAL COMPLEX IN AMERICA CAN BE SUMMED UP IN ONE WORD: BROKEN DON'T BE FOOLED BY SLICK PROMOTIONAL POSTS THAT MAKE IT SEEM LIKE YOUR LOCAL, STATE OR FEDERAL GOVERNMENT ELECTED AND APPOINTED OFFICIALS ARE SOLVING THE AFFORDABLE HOUSING CRISIS. WHEN IT COMES TO AFFORDABLE HOUSING, THE PUBLIC AND TAXPAYERS MUST ASK: AT WHAT COST TO THE TAXPAYERS AND HOW LONG IS THE AFFORDABILITY PERIOD? EVERY TAXPAYER SHOULD BE ASKING THEIR ELECTED AND APPOINTED OFFICIALS THE FOLLOWING QUESTIONS: 1. How much local, state, and federal funding, tax credits, density bonus increase, waivers of impact fees, or other government benefit or incentive did the project receive? 2. What is the affordability period for each project and, if the affordability period is not in perpetuity or permanent, WHY NOT? 3. What guarantees exist that tenants in the affordable housing units will not be displaced after an "affordability period expires? Any LOCAL, STATE or FEDERAL official that does not MANDATE "permanent" affordability periods or affordability "IN PERPETUITY" for any project receiving some government benefit is commiting MALFEASANCE and should quit, be removed from office or be terminated. IN MOST CASES WHEN IT COMES TO AFFORDABLE HOUSING, the public and taxpayer are being fooled into thinking their elected and appointed officials are solving problems, when in fact, all hey have done is "KICK THE CAN DOWN THE ROAD" to burden a future generation with the same problem or crisis!
