#risikobild #2024 Look what the cat dragged in - a hard copy of the Risikobild 2024! 🥳 Always nice to see your own name and the ones of cherished coleagues printed - like Andrea Marjanovic, my co-author on our short piece about 'opportunities and risks of defence research for the Austrian economy' - in essence a defence-hymn to Mariana Mazzucato. Focussing on the next 12 to 18 months, this yearly publication of the Austrian MoD can be understood as a collection of foresight-esque contextualisations of the state of defence, based on a comprehensive understanding of security. While the merciless editorial office had the final say and certain aspects of our article had to be cut, the main ideas survived: - the military-economic potential of innovation and technology development will depend on supply and demand on the arms market. - the 'Umfassende Landesverteidigung' doctrin provides an adequate conceptual and political framework to reinforce active defence R&D. - but, in order to maximize the economic opportunities of defence R&D the armed forces need to be re-envisioned as 'involved' end-users. - to this end, concrete military R&D needs and demands must be defined, combined with targeted investments into corresponding emerging and disruptive technologies. - furthermore, the understanding of research, development and production as interlinked continuum should be institutionally enlarged to encompass joint procurement. - to acchiev this, national procurement processes and procedures must be modernised and adapted to european legal standards.
