This shows a 21% increase on earlier estimates, showing more people are missing out than previously thought. A piece on welfare policy for lower-income elderly persons per a LegCo Member's request. In Hong Kong, around 400 000 60+ y.o. (19% of the age group) are either in need of long-term care or receiving residential care. Among the 400 000, 15% are in care homes.
