For Maintenance Repair & Operations (MRO) Supply Chain Stakeholders: Has the value of your MRO inventory been growing for years? Do you get Finance pressure to control your use of working capital funds? All would likely be well if your Maintenance colleagues were singing your praises for excellent MRO material support. Unfortunately, Maintenance grievances about parts non-availability is as common as growing MRO inventory values. We have a dilemma, if our SCM MRO objective is to maximize effective material support to Operations & Maintenance at the minimum cost (including use of working capital to stock needed items). We’re often significantly sub-par on both measures. What drives this? Non-moving or dead stock is the heart of the matter. The MRO warehouse is a place that yesterday’s mistakes live on a shelf forever. But non-moving stock was not a mistake when it was bought. The randomness of item identities are problematic for future requesters. The core issue is poor data quality for MRO item identities. To be useful in our MRO processes, each record needs an identity that is: > Structured – regular users quickly become familiar with the nouns, the attributes used and the order they appear. They can find what they are looking for. Contrast that to the common description standard, “call it what the requester wants, they’re the expert”. Too many cooks in the kitchen, too much randomness, too much confusion. > Comparable – This requirement is for MRO catalogue governance, not end user search. We want a catalogue with one record only for each real-world item we need. Effective item comparability requires comparing all identity attributes, not just MPNs that can be entered in many formats or excluded. An MRO item identity standard that defines the attributes for each mutually exclusive noun class is needed to achieve quality identities that are structured and comparable. When a user searches, they should get to a single answer, not 5 or 20. Too often, when frustrated by a challenging item search, a new item was created. The stock of the not found item tends not to get used again. Our MRO catalogue looks like layers of sedimentary rock. The deeper or inner layers represent yesterday’s records and today’s dead stock. This has gone on for years and passed through system Go-Lives and mergers. It’s a data quality problem that needs useful data quality rules to be fixed. Our industry is finally talking about the importance of the aircraft maintenance engineer (AME) and the pending shortage which has now become a reality. This profession has lost many talented AMEs to other industries. The majority of the departures of my colleagues over the years have been to industries requiring significantly less responsibility that provide better working conditions and higher pay. Now is the time for airlines to recognize the importance of the AME and the responsibilities they hold. When the per hour rate to fix you pickup truck or washing machine is twice as much as it costs per hour to fix an aircraft, there is something seriously wrong. This change will likely equate to slightly higher ticket prices, but it’s time for a change, and the airlines that take charge supporting the AMEs with increased compensation and better working conditions are going to be the ones retaining the talent. Good experienced talent equates to an airline that is consistently on time, and more importantly, SAFE.

Maintenance staff shortage could clip aviation industry's wings - (c) AFP The United States is grappling with a shortage of maintenance workers in the aviation industry, with baby boomers retiring and others changing jobs during the pandemic. This comes as the global fleet of commercial aircraft is set to balloon a third by 2034, involving more than 36,400 vessels, according to a recent study by consulting firm Oliver Wyman. In its wake, spending in the maintenance, repair and overhaul market is projected to grow almost 20 percent by 2034. But the sector suffers from a shortfall of qualified manpower -- and an inadequate pipeline of talent. It lacks some 24,000 aviation maintenance technicians in North America, a figure due to reach nearly 40,000 by 2028, Oliver Wyman notes. In the United States, around 4,000 maintenance, repair and overhaul companies employ some 185,000 aviation maintenance technicians and engineers. This forms around 44 percent of the global total, according to the Aeronautical Repair Station Association. In a 2023-2042 outlook, aviation giant Boeing forecasts "strong" long-term demand for newly qualified aviation personnel. There is a need for some 690,000 new maintenance technicians to help maintain the global commercial fleet over the next 20 years, according to Boeing. The maintenance, repair and overhaul sector is "under-capacity, and hangar maintenance slots are in high demand, especially as aircraft manufacturers' delivery delays mean that older aircrafts are being flown for longer periods, requiring more maintenance," Fabre added. The two major aircraft manufacturers, Boeing and Airbus, are fully booked until almost the end of the decade and are accumulating delays.
