Numunu Construction was present for the Ascension Parish, Louisiana Water Meter Replacement Project Groundbreaking Ceremony.
Numunu Staffing, LLC recently was awarded their first 8(a) Sole Source contract with the U.S. Army Corp of Engineers in New Orleans, LA, for construction of Drinking Water Infrastructure Improvements - Water Meter Replacement in Ascension Parish, LA worth $4.5M. The purpose of the project is to provide Federal assistance in carrying out the water-related infrastructure project in Donaldsonville, LA. Approximately two thousand manually-read water meters will be replaced with remotely-read water meters.
Numunu Staffing has been working diligently to secure 8(a) sole source opportunities since becoming an 8(a) participant. The Small Business Administration’s 8(a) program is a robust nine-year program created to help firms owned and controlled by socially and economically disadvantaged tribes or individuals. The benefits of the program are reduced competition for government contracts, including access to sole-source contracts (contracts issued to eligible businesses without competition).

The Minister of Public and Business Service Delivery has approved a significant amendment under the Ontario Underground Infrastructure Notification System Act, 2012. This pertains to the time delivery of a standard locate request for "large excavations."
Key Aspects of the New Regulation:
⚫ Definition of Large Excavation: The new regulation defines "Large Excavation" as an excavation or dig site comprised of:
a) at least two properties or parts of properties, each having its own municipal address, or
b) one or more properties or parts of properties, at least one of which has no municipal address
⚫Extended Timeline: The regulation extends the timeline for a utility owner to provide a locate from the previous 5 business days to 10 business days for large excavations.
⚫Effective Date: This regulation will come into force on May 1, 2024.

Over the past two decades in North America there have been over 400 fatalities and more than 2000 injuries attributed to hitting underground infrastructure during excavations. It has been estimated that unreliable location information about underground infrastructure represents a $100 billion drag on the economy. Comparing us to some other jurisdictions reveals a startling difference in the number of incidents of underground utility damage during construction. In NA, the number of incidents is between 400,000 and 800,000 per year (roughly one or two every minute). For other jurisdictions, the number of incidents are in the hundreds. We’re using decades old approaches and information to build some of the most ambitious critical infrastructure projects in a century. Clearly something can be done to reduce the risk for construction workers and the public and the economic impact?

In this particular build on Grosvenor Avenue the Liber Civils team needed to manage the reticulation of 15 buildings. There is some complexity around managing service provision to 15 buildings and today we are discussing the

The first challenge the team had to manage was getting a big enough water connection from the council to supply 15 homes.
In addition, the technical elements of water reticulation to so many homes requires careful and meticulous planning which include the level or depth each service is installed at.

In this interview, Xoli Mngambi and Public Works Minister Dean MacPherson discuss the connection between politics and business, exploring how criminal networks fund [some] political parties from hijacked infrastructure projects.
Their discussion goes on to explore how these networks can be stripped of power by getting the general public a direct vested interest in those projects being carried out well. People protect what they feel they have ownership in.
This is where Environmental Social Governance (ESG) meets Corporate Political Responsibility, proving what many economics have said: it takes people who have access to the mainstream economy to hold government accountable and prevent criminal elements from placing various types of investment at risk. A few lines worth noting in the video:
The problem: “If investors don’t believe that the investments are safe in these projects, that they’re going to be delivered on time and on budget, they’re going to pull out and they’re not going to want to invest because their return on investment is just going to be pushed out and there’s going to be nothing for them. So we’ve got to be able to protect the business case.”
One element of the solution: If “local communities will be empowered by giving them a stake in these projects in order that they...have a skill that they can walk away with” and can “put food on the table.”
During this interview, Minister MacPherson also reiterates his war on pit toilets in schools, as they (being government property) overlap with his portfolio.
It takes a great deal of skill to leverage legislation to incentivise investors to
a.) Participate in infrastructure development with government
b.) Phase in public participation through Skills Development as well as Enterprise and/or Supplier Development — all the while ensuring supply stability and quality
c.) Partner with security embedded in communities
d.) Work climate resilience into the project
to create a scenario where projects are delivered on budget, in time, to withstand our evolving climate, all under the protective gaze of communities who are incentivised by the possibility both current and future involvement. Not everyone can balance these priorities well. How do we know?
This is exactly the type of work we’ve wanted to do, just awaiting the right display of political will. On schools alone, our network has cooperated with at least 23 to improve their infastructures’ ability to facilitate education. We believe transparency and accountability are cornerstones of delivering value for money both for taxpayers and investors. We know how to use legislation to incentivise win-win compacts, and we’re available to ensure that Project South Africa is a success.

BRIDGING THE GAP: A $5 million contract for project development and engineering to rehabilitate the decayed Bear Cut Bridge and other bridges on the Rickenbacker Causeway that links Key Biscayne to Miami is up for a committee hearing this week and county commission vote Feb. 6. The contract with Atkins North America Inc. would help determine whether to rehabilitate or replace the bridges, evaluate feasible alternatives, and look at how to accelerate work. The studies would meet state and federal requirements to fund the project. The county started to seek a firm to do the job in January 2023. Last March the county also hired HNTB Corp. for $2.2 million to analyze options for the bridges and inspect the causeway. HNTB was also to report how much revenue causeway tolls could generate for the work. The Bear Cut Bridge, built in 1944, was upgraded a decade ago, and the county said then that upgrade could last 10 years. In 2022 the county rejected a privately financed plan that would have replaced the Bear Cut Bridge and repaired the causeway funded by tolls and revenue-raising enterprises.
