Every picture I see for a job or talk or paper about bike lanes…. Pretty much always show full lane colorization. This image utilizes markings for lane colorization and for the buffer. But then in the real world implementation so often ignores these relatively easy to install and low cost markings (compared to certain other countermeasures). I hope whoever ends up in this roles notes this dichotomy.

The first task for whoever takes this job should be to identify where nighttime cyclist crashes have occurred, weighted by severity. Next, ensure these locations are properly lit. Providing adequate lighting in these areas is the most cost-effective and least controversial improvement. It's surprising that similar positions across the county don't prioritize this. Additionally, let's ensure crosswalks are well-lit too.
