Because CDPAP (Consumer Directed Personal Assistance Program) is a Medicaid program, disabled people of lower-incomes and people of color depend on this program for both their care and livelihood. The planned changes in this support system are so drastic that home care and jobs will no doubt be disrupted – putting lives at risk and stripping autonomy specifically from disabled people of lower-incomes and people of color who depend on this program for their care, while eliminating opportunities for their loved ones to maintain an income while caring for them. Good news — the #NEleg Appropriations Committee included funding for #LB1124 and #LB1125, both dealing with home visiting, in their committee amendment to the state budget bill, #LB1412. The bill was advanced with the committee amendment on a 39-3 vote. LB1412 is now on Select File, the second round of debate. Both bills were fully funded as requested by the introducers. LB1124, introduced by State Senator Tony Vargas, was funded at $900K for evidence-based home visiting, and LB1125, introduced by State Senator Anna Wishart, at $500K for evidence-based nurse home visiting utilizing the Medicaid Managed Care Excess Profit Fund. Evidence-based home visiting is voluntary and free to families at risk. Benefits include healthier pregnancies and maternal care, stronger parenting skills and parent-child relationships and better academic and social outcomes for children. The Mississippi state senate is currently debating whether or not to expand Medicaid to the full level allowed by federal law, and whether or not to tie expansion to a work requirement for recipients. The Mississippi state House recently passed legislation allowing for expansion, provided individuals submit a waiver to be eligible under certain conditions for coverage under the expansion. 💪 Currently, Medicaid eligibility for adults in Mississippi is relatively limited, with no coverage for childless adults below the poverty line, and no eligibility for parents making above 28% of the poverty line ($7230 for a family of 3). 🏥 Medicaid expansion in Mississippi could extend coverage to roughly 123,000 more uninsured Americans. 🩺 Continue watching for developments about Medicaid expansion! #AHealthierDemocracy #MedicaidExpansion #CMS #HealthcareforAll (Sources AP and KFF)

Citizens have the power to Vote lawmakers that make such decisions out! The greater problems are: 1. the shortage of caregivers for patients with the growing numbers of Alzheimer’s persons; 2. the growing shortage of healthcare professionals to properly diagnose and provide a complete and comprehensive care plan for these patients; 3. planning for longterm care and implementing Medicare plans with long care rather than Medicaid (you have to be poor unless you have a long term care plan or have savings to pay for longterm care caregiving). All families cannot afford to quit working to care for their love ones. Research has disclosed that “Black Americans and Latino Americans are about twice as likely and 1.5 times as likely, respectively, to develop Alzheimer’s as non-Hispanic white Americans are, according to the nonprofit Us Against Alzheimer’s.” https://lnkd.in/eP7K3tTQ

Did you know: Even if you never need to use your own WA Cares benefit, the program will still benefit you indirectly. If you end up caring for a loved one who has a WA Cares benefit, they can use their benefit to pay you to provide care or pay for respite care so you can get a break. You may see impacts of WA Cares in the workplace, as colleagues who are struggling to balance caregiving responsibilities and their job get the support they need to stay in their jobs. WA Cares will also help reduce costs of Medicaid long-term care, which we all pay through taxes on goods and services, as our population ages and the demand for long-term care increases.

I would love to see this legislation on Medicaid estate recovery pass! Estate recovery isn't a well-known or well-understood aspect of the Medicaid program, but its potential for perpetuating disparities and entrenching generational poverty hits low-income families especially hard. Many families are devastated to learn that they will be losing the family home and other property if their loved one passes away after using Medicaid long-term care services, because states are *required* by the federal government to recoup some of these assets to recover the cost of providing those services. For families who themselves might be receiving public assistance or are low-income, this could be the difference between a more secure financial future and continuing impoverishment. This burden falls especially hard on Black, Indigenous, Hispanic, Asian, and New American families who are overrepresented in Medicaid and who are more likely to live in multi-generational households. What's more, estate recovery has been shown to return very little money back to the state - in many cases, less than 1% of the cost of services (see more information in the fact sheet below). Reforming or ending this policy would be a huge step in the right direction for a more equitable Medicaid program.
